Phrase used by old southern ladies that want to get away with saying 'fuck you' to a stranger. It works because they also use it unironically just often enough to leave doubt in your mind.

"Oh bless your heart."

"Did that lady just tell me to go fuck myself or genuinely mean it?"
"Well, we are in Georgia..."
