The lowest of all human life forms on the planet. This term stems from the adjective "coon" (referring to black people), which is the lowest of all races (White, Mexican, Jewish...etc.). However, black people have two positive attributes that they contribute to society (a large penis and athleticism). The adjective "pin dick" (more commonly stated as "needle dick") eliminates their big dick attribute. Using the noun "jockey" (referring to horse riding jockeys, which are commonly runts of all people) eliminates all athleticism. "Pin Dick Coon Jockey" describes a black person that has a small penis and is small in stature, the lowest of all possible human life forms on the planet.

This happens when your foot(s) fall asleep (when the veins collapse for an extended period of time) and your skin gets numb. When you walk, it feels like pins and needles.
Guy 1: (bad emotion)
Guy 2: What's the matter?
Guy 1: I'm walking on pins and needles.
Guy 2: Sit down and rest your legs for a minute.

The "living in sin" part refers to the christian belif that sex out of wedlock, drinking and cursing,(the lifestyle portrayed on the show) is immoral. The "safetypin" refers to the financialy unraveled group, having to be held together with the minimum amount monetary resources.
John's lifestyle consists of women and drinking, and the finances to support neither; just living in sin with a safety pin.
