The act of; using social or electronic media to broadcast to parties outside of the conflict in order to shame someone into meeting the opposing person's demands.

Cindy is using cloud shaming on Steve, she sent an email to everyone in the office about how its unfair she can't use his espresso machine when he's not around.

It's called "cloud sword" in reference to the Final Fantasy 7 character Cloud, who had an incredibly large sword.
