When someone at O'Hare Airport greets you after a month long excursion to a foreign land and asks you for $2 for an el ride. Unfortunately, he see's you billfold and observes the $5 bill and asks you for that instead. You will never see the money again and unfortunately, you may see the person at least 100 more times in your life.

Not to be confused with the word Folly....or Pholly....

Similar to a "Window Licker"... An "Open Mouth Breather" that gets close enough to the window causing it to fog up whilst desperately fighting the temptation to acutally lick the window...

That guy is barely smarter than his window licking family... He's just a window fogger...
