Related to porn fluffers, Adminfluffers do busy work that distract real workers from accomplishing anything, including calling meetings and producing mounds of paperwork and forms. They never actually take part in any of the work themselves, they only stand on the sidelines. They also breed rapidly, constantly requiring more of their own kind to justify their own existence.
