The equivalent of a n00b. Generally it is used when someone is behaving in a ridiculously n00b-like manner. Like when someone is doing something pointless.

Chibbing around can also be another way to call someone a troll.

"Quit being such a chib"

or

"Guys, quit chibbing around!"
