"Outrock" can be used in a positive and/or negative manner.

Positive: wearing an outfit that is similar to someone elses, but looking better in it.

Negative: wearing something too much, or too often.

Man, he's wearing the same Nike Dunks you're wearing.

Yea, but i outrocked him.

Or...

Dude, you've wore these Nike Air Force Ones for the past 3 years. I think you've outrocked them already.
