"Not-jokes" were made popular long before the Borat movie, namely in the movie "Wayne's World" from 1992.
Filled with pop culture references, the sketches and film started catchphrases such as "Schwing!" and "Schyea", as well as popularizing "That's what she said", "Party on!" and the use of "...Not!" after apparently affirmative sentences in order to state the contrary (as used by the metal band Anthrax in the late 1980s and early 1990s). This form of joke became known as "not joke".

This one is a good to pull on your friend in a crowd..
Q: If you were to go camping with a bunch of guys. Then in the middle of the night you woke up with your pants down, and vaseline on your butt, would you tell anyone?
(If they answer no)
A: Wanna go camping?

What one says after the awkward pause that follows his or her having said something incredibly stupid and usually unfunny. Can be substituted with "I was joking."
We oughta burn down the public library and build a giant casino because that would balance the budget. *Awkward pause.* That was a joke.
