A deb is one of those newly popular knitted or crocheted winter headbands girls wear that typically have a flower on them.

Person 1: "Nice DEB Elle!"

Person 2: "Thanks! My grandma knitted it for me."
Person 1: "I wish your grandma could have knitted me one. I payed big bucks at urban for mine!"
