It sounds like one who is strange in the extreme (albeit not threatening) from the speaker's viewpoint....Gov. Perry just used it in talking about neighbors taking strangers in during the texas fire situation...I'm pretty sure i've heard it in other informal conversational contexts

"We got people taking in rank strangers"...to show a unique level of hospitality among Texans, as compared to others

Stranger Danger

A situation that happens when dry humping or grinding when wearing boxers in which the storm door opens allowing a view of the equipment inside. Can also apply when said junk peeps out from underside of boxers.

Traveling Stranger

An American musician known for his unorthodox rhythms and enigmatic lyrics. Raised in Washingtonville New York, he goes by many aliases such as Drew, Aaron Chesterfield, Gorbachev, Corbach and Grumby. Traveling Stranger was recently incarcerated for "being the realest nigga" and going full on cray.

I heard the Traveling Stranger went full cray and got tazed after trying to stab a police officer with a screw driver.

I also heard traveling stranger went full cray and fought several police officers for a broken headlight.
