It's when you spot a drug dealer at a party and tell him you want to sample his cocaine before purchasing some, so he breaks you out 2 FAT lines on the table (this is when you execute the B.R.). You blow the 2 lines back and split.

Also a good way to control your cocaine habit without having to buy any.
