1. A person who hangs around a place for a long time. They don't necessarily do anything good or bad, they're just there.

2. A person who acts really creepy/does really creepy things, like staring or stalking.

3. A really weird or awkward person.

1. There are those creepers, hanging outside of Starbucks as usual.
2. "Gosh, stop staring over my shoulder! You're being such a creeper!"
3. That kid is such a creeper. Everytime I say something to him, he answers with one word and walks away.
