Someone who 'Chases the Heat' is someone who loves to eat spicy food, usually are either a chili head or are becoming one, seeks the 'high' from eating spicy things (release of endorphins and dopamine) and always tries to build up their pain tolerance so they can go further on the scoville scale.
Chasing the heat - Eating spicy food because you both have a morbid enjoyment for pain,and love the endorphin rush it'll give you.

Chasing the turtle refers to consuming Xanax in order to slow down, or chill. Xanax is often used after using other recreational drugs (with stimulant or insomniac properties) in order to induce sleep or enter a "come-down" period. As a turtle is a slow animal, chasing the turtle naturally means to slow down, usually after a long night of partying.

(1) "Chasing the dragon" is a method of smoking opium (opium is often referred to as a dragon in asian cultures). The opium is heated on some kind of metal and a fine line of smoke evolves from the heated drug. This smoke is now to be "chased" (meaning breathed in), often through a small tube, like a straw.
