An emoticon face that has been in use for a while however recently got popularized around the late 2010's due to memes as well as a COPYPASTA that went viral.
The "OwO" face today is used to convey sexual arousal or even general excitement. It has gained a lot of negative stigma due to its perverse usage within both the anime / OTAKU community as well as the FURRY community. Although it's mostly used in a joking manner, some people still use the face unironically (mainly people within the furry community for activities such as RP or role-play).
