Phrase used to lull a person into a false sense of attaining a desired thing and then having it taken away before the person takes possession.
*A kid is laying flat on broken ice and his comrades are looking for a way to help him. A grizzly old man, whose land the children are trespassing on pipes in with his advice:
"Alright, give 'em the stick."
Kids lean out to extend the stick to the wayward lad.
"DON'T GIVE 'EM THE STICK!!!"
The kid drowns.

This describes a person who is really skinny and probably underweight. Or it's someone who isn't very strong.
