2. to be excited or facinated in anyway that just makes you feel the need to express yourself in cat language.

stoner 1: dudee, wanna smoke another blunt?
stoner 2:shmeow meowwww,
stoner 1:uhh. okay, i'll pack another bowl then.

or

person 1: omg! that zebra dress is on sale!
person 2: fucken shmeow meow!
