Used by fly Philly adolescents, used to acknowledge a dumb act or remark. Often accompanied by a hand gesture.
To dip (hand gesture) - hands flat, parallel, your palms facing each other away from you, finger tips towards the person you are "dipping". shake your hands (while maintaining this position and direction).
