Adjective: something of low quality.
Usually describes something amateurishly or poorly constructed, or executed by those of inferior skill to a very low quality. Inferior by comparison to a commonly accepted standard.
Often applied to a team, group or individual of minimal or questionable competence - therefore unlikely to perform assigned function(s) at a level of high quality, causing low expectations.
Not normally used to describe a complete failure, but rather something fabricated/organized/implemented in a manner which would be overwhelmingly regarded as below par.

I’ve seen a couple people talk about firing Cassidy. Like what kind of drugs do you need to be on to have that idea pop into your head? The team is obvi in a decline, in the last 3 years, we’ve lost Krug, Chara, Krejci, and Tuukka. Our 3rd & 4th lines have struggled all season. And yet, we still made the playoffs in a conference that has never seen this much lopsided talent in NHL history (first time ever all playoff teams have >100 points). So, yeah, have these games been disappointing/frustrating? Of course. Did the officiating absoluteY BLOW in game 2? Yeah. But Carolina is the better team. Plain and simple. Cassidy is not a miracle worker. We’re getting beat by a better team. They’ve been better all season. They’ve killed us in every meeting this year. It’s not like we dominated them all year and are just now falling flat. It’s not like we’re the 2019 lightning getting swept by the blue jackets in the 1st round. Firing Cassidy would be absolutely ludicrous. We finished 7th in the conference, and yet fans/social media think we’re the cup favorites, and if we don’t make it all the way, the season was a failure. It’s insane. We are a cum wagon.

Named after the much overplayed song, "Wagon Wheelin" is when the same story is told over and over again to the same audience as if it was fresh and interesting.
