This is a very common phrase in Arabic, meaning "Hello, I am Muhammed the Terrorist."

Bin Laden: "Durka Muhammed jihad fatwa?"

Terrorist: "Durka durka jihad Muhammed!"

Bin Laden: "Ah, fatwa durka jihad allah?"

Terrorist: "Durka allah jihad fatwa!"
