the ability to communicate in a language - such that anyone who can speak that language, can converse with you without the need for a translator

An automation platform from Tecan, where absolutely no-one can explain how it works or why it continuously fails to perform the tasks it was programmed for - Rosetta Stone writes books to help people learn and become "Fluent" in other languages (maybe Rosetta should write a book to help people become Fluent in Tecan's Fluent, maybe even helping Tecan to gain fluency in their Fluent platform )!

Fluent ? my laboratory owns a Fluent - and never before have I seen such a lack of fluency by "the experts from Tecan"

restaurant fluent

Knowing enough of a language to be able to order at a restaurant, but not much else.

I can barely speak Chinese, I like to say I'm restaurant fluent though so if we go to Panda Express we're all set.
