Mostly refers to girls, but can apply to some guys too.

Bad meaning living in the fast lane, partying, drugs and fucking around. Bougie coming from "bourgeoise" lives the rich lifestyle, the type of person who enjoys a fancy lifestyle, like designer clothes, holidays and brunch.
She's bad and bougie, probably seeing her sugar daddy after that brunch date.
