When used to address someone who is very angry, this phrase generally means "calm down" or "stop screeching" or "stop yelling." It notes that a person raises her voice in both tone and volume when she gets upset.
Sister: I can't believe you read my diary!
Brother: Whoa... Take it down an octave. It's not like I made copies of it for everyone at school. I only made copies for my friends!

Also an antiquated reference to giving you a very bad beating administered by anyone, upon anyone, but once particularly common in reference to domestic violence.
In addition to being one of many sexual references in The 30's classic Minnie the Moocher, this is also a reference to a bad beating.
"I ever catch you here again, I'm going to take you down to Chinatown."

Take me down to the basement is a song from Sam and Cat. Let’s play a game! Get to the end of the song. (NO CHEATING)
Take me down to the basement
Fill the bucket with cheese
Tickle your mother with a pucker fish
Kiss a rhinoceros and give a wish
Because it’s noodle soup for the sailors
And for the ones in the rain
And we won’t, won’t pay for this song because it’s in public domain! :D

If somebody is taking more than his fair share, or thinks he's all that, it's time "take him down a notch." Put him in his place.
To take someone down a notch, you don't have to insult him. You just beat him at his own game.
