Often encountered in "specialty applications" (like music, financial, or statistical software) where the designer was more concerned with maximizing features and satisfying the "experts", than on making a simple user interface.
Imagine typing in an unfamiliar editor. All you want to do is change the size of the font. You discover that you must save your current document in a new font size (that you can only specify under "Appearance Options" on a subtab in the menu bar) and then re-open it. You could not figure this out on your own ... and either bugged someone more familiar to explain it, or had to chase down the explanation on Google. Ugh, how horseheaded!!
