Re stands for "Rematch"
So, in context, after a game of Warcraft 3 DOTA, we would say "Good Game, rematch?" in chat or "Good Game, no rematch" - this was used for various things, such as "we good to play again?" or "sorry, I have to go".
This later developed into an abbreviation of either GGre or GG noRe as quick way at the end of a game to decide a rematch or not (This is when matchmaking required user input and was not an automatic rematch game i.e. you'd have to add the players specifically to the game to play)
This developed into a more expansive version as both a taunt and a cheer - GG noRe either means you're too good for a rematch or too weak for a rematch, depending on who won or loss the game.
So, depending on match context - whether the game was good for you or bad for you; GG no RE could mean a few things.
