As famously coined in Gucci Mane's first verse of Mariah Carey's Obsessed song, this term means the person is supa dupa rich. His chain and or jewelry is so icy it just says BLING! You are just stupified into a state of blah and can only say wow.

Person2: Look at ih chain cuz.
Person 1: Bling blah wow!
Person 1: His chain is so icy.
Person 1: Well damn Gucci!
