Negislation

Noun - An act of legislation, at any level of government, which effectively reduces the power and influence of that government and its officeholders. Such a reduction is preferred, but not required, to be either substantial or the original legislative intent.

A combination of "negative" and "legislation," negislation references the crucial distinction between the positive and negative powers of government as set out in the Constitution of the United States.

The passage of medical marijuana laws in various states would be considered negislation because they represent a net reduction in the power of government over the lives and personal choices of individual citizens.

Negan is a guy that claims to be a bad ass but needs everyone else to make him look good. He gets people to do his dirty work, then shows up whistling a tune without realizing that he does not actually have any friends. He’s so bad ass, that he hides from vegetarians and eats nothing but canned tuna and mixed nuts.

so the basic meaning is "no one resposible when something (wrong) is done by god (nature)
