background noise (BACK-ground noys) noun. The legitimate and ever-increasing inquiries and comments directed at US government officials in regards to their activities and questionable procedures.
George Senior: Son, what is happening with your second term? You only have a 28% approval rating.
Laura: He's been drinking again and his buddies are getting busted left and right.
The Twins: Daddy, you just need another crisis to fix then the people will stop questioning and doubting you.
George Junior: Who cares? As long as I can declare martial law it's all just background noise. Now, where is my copy of Mein Kampf?

The purpose of talking is to communicate. Any noise that comes out of someones mouth that doesn't properly communicate thought is a mouth noise.
Wow, that presentation was horrible. He clearly doesn't know what he's talking about, all I heard was mouth noises

The noise you hear on the other end of the phone when someone's cell phone key pad got mashed in their pocket and accidentally called you. The person who called doesn't even know they've called.
The sound is usually a combination of static, muffled voices, loud bar music, or inaudible random conversation.
This often leads to incredibly long phone messages, and potentially large long-distance charges.

Ususally refered to as (Pathetic Noise), <pathetic noise>, *pathetic noise* or Squeak, the pathetic noise is a high-pitched squeak noise produced by pushing air through pursed lips (not sucking). The air is pushed from the mouth with use of cheek muscles (not the lungs/diaphram).
The noise can take much practice and a long time to master, but once perfected it can become part of everyday speech quite easily.
Origionally a part of the Spacko language, this has become a central point for many conversations in plain English too.
It can have many meanings (anger, jubilation, sorrow, etc), depending what context it is used in.
