Reverse Trojan Horse

When a government, nation, or business will act as a temporary safe haven for a person or group who are in a disfavored position. The nation will wait for as many of the assets of the said person/group to be obtained in the period of acting as a safe haven as possibe, and will then pose regulations or laws that stop and seize assets in the organization.
