What he's really trying to say in his song, which is obvious, is that black people from anywhere are not the people of white people from Omaha, and vice versa. What he ends up saying is a guy that has listened to an Ice Cube record before that isn't black is a poser, unless the guy is a like minded person to Dexter Holland.
There is one human race, but there is more than one group in it. Dexter Holland seems like he wants any white guy that buys a record by Ice Cube instead of the Offspring to feel like a traitor to his group, to his people.

A guy that comments on white guys from Omaha that wear Fubu and listen to Ice Cube records and act like they are from Compton in his songs, but doesn't comment on black people (especially females that wear cheerleading uniforms) from Omaha or somewhere like Omaha that act like they're from Compton. He must not want to lose his audience, so he targets just one group to pick on (which shows little imagination no matter if the group looks like you or different than you).
Dexter Holland is a guy that compensates for a lack of imagination and an Orange county detached, decentralized state of mind by picking on people he thinks is weaker than him (like white teenagers that wear Fubu from Orange county).

A guy from Orange County that makes fun of kids from somewhere like Omaha for wearing Fubu or listening to rap music, but has dreadlocks in his own hair.
I was one of those kids that thought Dexter Holland wrote the song Pretty Fly for a white guy about himself until recently. He just seems like a poser who tries to make fun of posers in real life, even if you would think he was a badass from his lyrics.
