An insulting expression used to signify the insignificance of someones argument/opinion/ insult. Essentially communicating that they are just talking piss which isn't getting through to you its just going into a theoretical bucket which you couldn't care less about. Can be used to either escalate a conflict or end it its this versatile nature of the phrase which i enjoy most.
