Reports indicate that is either some kind of metaphysical homeostasis of both turkey and ham (i.e. just as Christ is 100% man and 100% god, so too is Turkey Ham 100% turkey and 100% ham) OR that it is turkey sliced into ham-steaks.

Those who have experienced Turkey Ham firsthand are known to fly into a rage when Anglos say they have no idea what Turkey Ham is.
