To exaggerate or to accuse someone of exaggerating. The term is a play on words on the idea that exaggerating is being 'over the top', the same way a bottle cap sits on top of a water bottle.

I just picked up a new guitar chord and it came with Jack Caps for each end.

Dillon Cap

A Dillon Cap is when the cap to a plastic bottle is placed on top of the drink as opposed to being screwed on. The drink is almost always spilled.

John sees Dillon's Dr. Pepper on the table and slaps it away. It was Dillon Capped and spilled on everybody.

Dillon: DUDE WHAT THE HELL?? MY SODA!!

John: MAYBE YOU SHOULDN'T HAVE PUT ON A DILLON CAP!
