3. One who lacks restraint when spending money or using resources. Such as, buying millions of dollars worth of jewery at Tiffany's or taking European vactions at the start of a presidential campaign.
4. An asshole.
5. Newt Gingrich.

My neighbor is such a "Gingrich" yesturday I watched as his dog took a hung shit on my lawn, and today he tried to blame it on another neighbor.
