1. When you are faced against someone (or something) that is standing in your way or arguing with you (or threatening you with a Persian invasion) and you'd like to kick him/her (it) in the chest. -If it is something, imagine it has a chest-
2. If you are overwhelmed by ANYTHING (e.g. office paperwork, bees, emos, Britney Spears fans, persians, etc.) and you have to deal with it and defend your balls no matter what. If you're in a group, you should be in a terrible numeric disadvantage.

- I told you to shut the hell up!
- ... and you don't do any laundry and I have to cook eeeeverything you wanna eat...
- DON'T MAKE ME GO SPARTAN ON YOU, MOM!
- The bathroom door was jammed and I desperately needed to take a dump so I went spartan on it... Dad's gonna kill me :(
2.
- Damn Paul, those Hillary Duff fans are coming our way.
- Shit! We'll have to get totally spartan on them.

Going Glinner means to piss it all up the wall for ALL the wrong reasons.
Named after the former TV personality Graham Linehan (who goes by the online moniker "Glinner"), whose wife divorced him and took the kids and house because of his descent into unhinged transphobic rants, and who had a musical production canceled because he doubled down on it all. Instead of realizing that maybe he'd gone a little too far and lost a little too much, he instead exemplifies all the negative connotations of "in for a penny, in for a pound" and continues to dig in and ratchet up the hateful nonsense.
Everyone makes mistakes. People occasionally double down on them. But until you've literally destroyed your career and your family and still refuse to own all your mistakes, you aren't going Glinner.

Ye is on the cusp of going Glinner as he devolves into anti-Semitic nonsense and has gotten (allegedly) over $1 billion worth of contracts canceled, but time will tell whether he continues on this path and goes full Glinner, or if he backs off the hateful rhetoric to salvage his career and name.
