This term refers to the games made by individuals or small game devs who happen to have great ideas for new games, but they're just unable to access devkits (development kits) to develop console games. For example, the idea for the upcoming game titled River Valley View, a game where a 17-year old female student from class 11-T in Lima November High School named Tamara Sengklekman, was discovered dying in a forest on Tuesday, April 2nd 1991 whilst still wearing school uniform.
