A common English greeting. Not an insult or a compliment. Hello is used when first seeing somebody, then a conversation will begin. A synonym for hello is hi. Hi is used more commonly when texting but also is used in face to face conversation.
Stacy: Hello Rebecca!
Rebecca: back off! I have a restraining order and I will call my lawyer of you don't leave!

Harold: hello Stacy
Stacy: how has your day been?
Harold: fine. How about you?
Stacy: not bad.
Etc....
