The act of making a cigarette by collecting leftover tobacco from discarded cigarettes found on the street, usually done by true nicotine addicts.

I had no cigarettes that day, so I ended up building a Colonel.

A form of building where the parking lot wraps all the way around it, reminiscent of a pig-in-a-blanket (where the building is the sausage, and the parking lot or drive through is the pastry that wraps around it.)
