1) Someone is referred to being on their D.A. if they had been taking their good old time doing something else, usually highly unnecessary, when they had set up a meet with a person or group of individuals. The waiting party pronounces the lolligagger as having been on the D.A. if they consider their meet up to be of a more important purpose than what they're instead consuming their time with after 15 minutes to an hour of waiting.

2) A rendesvous being upheld by something trivial is accredited to the one on said D.A.
