Low-life is a person who has not evolved past the level of primordial ooze in the scheme of things. A low-life is an opportunist and has no guilt over doing rotten or heinous things. If they hurt the innocent or the naive of course a low-life will blame their victim for not being as low-life as they are.

Prison term describing a person who has been convicted of human trafficking/sex trafficking.
Very rarely used outside of prison and human trafficking cliques until the term was somewhat popularized by the song "Low Life" by Future featuring The Weeknd.
Can be used as adjective and maybe a noun, if you're a tough looking person. Otherwise it sounds like you're trying too hard.
