A derogatory, almost slur sounding term used to describe someone who acts rather goofy, halfwittedly, idiotic, or strange; A term used to describe someone who often fucks up, makes clumsy mistakes, or meanders into trouble. This person who makes these foolish accidents, while potentially serious or problematic is so absurd or unexpected that elicits laughter or amusement.
