As coined in the book Diary of a Wimpy Kid: Rodrick Rules, middle son Greg Heffley uses this word to call his younger brother, Manny, as an insult without getting punnished for saying a bad word. Ploopie can be used when small children are about, intead of swearing you can use ploopie to replace vulgar sayings.
At church when you drop a Bible, "Son of a Ploopie, I dropped the Bible!"

This is the word you use when your parents do something utterly stupid or make a stupid decision. Calling them stupid or retarded directly to their face would probably get you in trouble so instead call them a ploopy. This is essentially another way of calling your parent a retard.
Mom: Darling, how do you move this pointy thing on our computer screen?
Son: Mom, you move the mouse.
Mom: What's the mouse?
Son: Oh god mom, you're such a ploopy.
