A stupid person who lacks basic knowledge, usually a fucking idiot who is ignorant about recent news and is too stupid to realize they are a brain dead mother fucker. Very similar to a human potato or dolt.

1. guy 1: who is the governor of your state?
guy 2: *takes 30 seconds* no fucking clue.
guy 1: you're a fucking oat

2. guy 1: *tries to pull into parking spot someone else is clearly waiting for*
guy 2: "move you fucking oat"
