When receiving a handjob, the act of stroking the penis slowly and gently then stroking it quickly with great speed causing a vibrating effect, that ends with the head extending over the foreskin and finally ejaculating all over the hand. Very similar to letting a dog outside then scratching its belly quickly and it's mouth slobbering all over your hand. This is not limited to a having partner spot you, as you can in fact do this by yourself in the act of masturbation. However, this sexual act cannot be performed on a circumsized penis.
1. Hector asked Monica if she could give him a blowjob but instead he had to settle for less when Monica chose to let the dog out on Hector instead. 2. Stefan could not get a girl to let the dog out on him so he chose to do it himself.

A phrase used by women in reply to guys who catcall them at the party or club.
The 2000 Baha Men song "Who Let the Dogs Out" made this phrase famous worldwide, but only for a short time. Even in that time, men liked to be known for sleeping around, so they adopted the word to refer to their friends, which is now spelled "dawg."

I was sitting in the front rows of the cinema when I heard someone down the back yell, "Who let the dog out?"
"And then people ran screaming from the back row, as if a bomb had gone off!"

I heard this in reference to a high-school student who successfully romanced one of our teachers. The explanation I was given is that she was “letting his dogs out”, which I took to mean exactly what you would think. And bless her, she must have known the best way to his heart, because they both got married within a year.
