An attention seeking individual whose full of hot air but makes a big noise about what they "think" they know.
There are two types of people in this world.
1. Those who actually "know" what they're talking about.
2. Those who "think" they know what they're talking about. An empty barrel.
Jack: That politician really puts on a convincing show but she really has no idea what she's talking about! She's an empty barrel.

An empty barrel makes the most noise when it is knocked. When you call someone an "empty barrel" you are calling them stupid or a moron, as in nothing in your head.
This empty barrel shouldn't comment on the situation because she doesn't know what she's talking about.
