Refers to a girl who isn't quite legal, but, come on bro, she basically is. She is weeks away from being legal, and can be easily mistaken for 22 by your average xanax-ed out celebrity. Comes from mathematical analysis, where the phrase "minus epsilon" means "minus some arbitrarily small quantity".

Dude 1: "Did you hear that James Franco was trying to pick up a seventeen year old?" Dude 2: "But did you see her? She was totally 18 minus epsilon".

The Epsilon Program

The Epsilon Program is a religion followed by many people in the name of Kifflom. The 3 most known followers are John Smith, John Smith, and Chris Farmidge, who is the leader of the program.
Activities include: praying while being talked to by cops, pointing at a planes contrails and sometimes saying "kifflom", making a job offer to a just-assaulted store clerk, and being pulled over by cops and being talked to by them for multiple hours on a main road.

Based on Jewish principles, this organization helps many different philanthropies such as the Elizabeth Glaser Pediatric Aids Foundation and Sharsheret, while promoting fellowship, loyalty, trust, honor, and love within its members.
