“I’m not gonna sugarcoat it” is a meme phrase used to describe when the main character in the game pizza tower, parrys an attack, this is often paired with audio of the word “damn”. The counterpart of this is “sugarcoated it”.
*parrys a ground pound from pepperman (in-game boss) *insert damnnnn sound here along with picture of the parry tip and “I’m not gonna sugarcoat it” text.

This is asking "who shall we blame" ?
It originates from prison where the inmates would ask the top dog this question each night and he would provide an answer, the poor soul that was named would provide the evening entertainment, I dont want to go into detail but lets just say a lot of sodomy was involved.

Its a basic question and answer scenario with the victim getting a round of fucks, quite literally in some cases.
Whose ass it is gonna be ?
little joe in cell 6
Whose ass is it gonna be ?
Spazzy brian from the data centre, he put the last entry in, lets blame him

The phrase "I'm gonna do it" usually refers to a specimen of the human species verbally expressing the phrase in reference to do something a friend or partner has told them to do. Most of the time, the friend or partner is joking because the thing being referenced to is risky or dangerous to the person or people around them.
Person 1: I dare you to jump off that building.
Person 2: Sure.
Person 1: No wait, don't actually do it.
Person 2: I'm gonna do it.
