Steve Free can only mean receiving something free of charge. For something to be Steve Free, no money can be exchanged. Buy one, get one free IS NOT considered Steve Free. Free items (such as promotional items), however, are considered Steve Free in exchange for your email address PROVIDED that you can opt out of said email in the future. It is NEVER considered Steve Free if you must provide your phone number.
