Catch-all term for any type of loser, idiot, fool, dumbkoff, etc. Can be temporary or permanent meaning if you do something stewpid, then at that moment, you may be a dink, but not all the time. Other people are just dinks, period.
"Oh my God Jack you are such a freakin' DINK!!!"
or
"That's cause you were a dinkasaurus erectus"
...now that could be a temporary situation, and Jack could later redeem himsellf, however in the permanent meaning:
"Jack is a Dink." Jack is a dink now and will always be a freakin dink.
