The term was coined after Justice Kavanaugh wrote a poorly reasoned majority opinion for the Noem v. Perdomo application for stay, in which the US Supreme Court conservative majority decided that the use of racism to detain people was likely not illegal and that being detained or arrested for not looking American (white) was only a minor inconvenience.
My neighbor got swept up in a Kavanaugh Stop. She told the Ice agent that she was a US citizen and her last name was Greeley, but he just told her "she didn't look like a Greeley" and he was going to detain her overnight if she couldn't provide her papers.
