“d-ja wheel?” is a quick way of asking someone if they had sex. It’s short for “did you wheel?” Which is asking “did you have sex?” The context for asking this question is when someone tells an innocent story of an interaction with someone of the opposite sex. Usually it’s asked to interrupt a boring story with an inappropriate question as a fun way to bust someone’s balls and end a useless conversation. The more times it’s asked for every little conversation the funnier it is.

Rick: I was helping Stacy’s mom move some furniture…

Rick: I was moving an armoire…
